First Tennessee Valley Interstellar Workshop Nov. 28-29

The First Tennessee Valley Interstellar Workshop will be held on November 28 (eve.) thru 29 (all day) in Oak Ridge. Astrophysicists Dr-Ing. Claudio Maccone and Dr Greg Matloff from NYC are confirmed headliner speakers. The moderator will be Les Johnson, DepMgr for Advanced Concepts from NASA Marshall Spaceflight Center. The symposium format will be all-day, single-track. Topics will include: astrophysics, radioastronomy and communication, advanced propulsion including fusion, SETI, etc. The preliminary agenda can be found here.

The workshop will be at the Doubletree in Oak Ridge. A reception will be held in Oak Ridge on the evening of the 28th, plus some meals, coffee, snacks provided at the hotel all day the 29th. It will be a NO COST, NO-HASSLE, INVITATION-ONLY conference. Although the agenda appears to be full, adjustments can be made to fit in a special paper. This workshop is about ideas, not credentials.

2010 Tennessee Science Bowl - Call For Volunteers

Please volunteer to help with the 2010 Tennessee Science Bowl! Do your part to encourage students in the pursuit of technical careers.

National Electrical Code Seminar Sept. 9th

The Central Tennessee Section of the IEEE is hosting a 1-day seminar by Mike Holt on the National Electrical Code.

Mike Holt is one of the most influential authorities on the National Electrical Code. He has authored over 50 different training programs which have been in use since 1978 by electrical apprenticeship training programs, contractors, inspectors, electricians, and engineers. His website www.mikeholt.com is one of the most frequently visited sites on the Code. He has taught over 1,000 classes on over 40 different electrical related
subjects to over 20,000 students.

In this informative seminar, Mike Holt discusses 101 code rules that are often misinterpreted or misunderstood. He also discusses the key issues introduced by the code changes in the 2008 NEC. Mike will bring you an accurate, in•depth coverage of the most important 2008 NEC Code changes in a fun and dynamic manner. This knowledge is a must for electrical contractors, engineers, inspectors, electricians, maintenance personnel, and others who deal with the National Electrical Code.

UT Student Branch Excels at SoutheastCon

The UT IEEE Robotics Team placed 2nd in the 2009 SoutheastCon Robotics Competition held in Atlanta March 6-8. Forty-four teams competed. This is the first time that UT has placed in several years, and UT's robotics team was just restarted this past year after a multi-year hiatus. IEEE ET Section to Sponsor First Lego League Team(s)

The Section has approved the sponsorship of one or two First Lego League teams in 2009. The Section is looking for members who would be interested in being coaches or mentors for middle school students who join the team(s). Team registration begins on May 4, 2009. The 2009 challenge will be released in September. The Tennessee competition is usually the first week in December at Tennessee Tech in Cookeville. Learn more about First Lego League. This is a K-12 outreach project in keeping with IEEE's Education Activities goal of encouraging pre-college kids interest in pursuing science and engineering careers.

Washington Career Fly-In

IEEE-USA will be holding its 5th annual Washington Career Fly-In on March 23 and 24. All IEEE members in the United States are invited to join us on Capitol Hill to discuss high-skill immigration with your members of Congress.

For nearly a decade, IEEE-USA has been the strongest voice in Washington pushing for reforms to our skill-based immigration system. Over the past two years the debate about high-skill immigration reform shifted dramatically in our favor. But now we face a new Congress with an unusually large number of new members. These new members have probably never heard of an H-1B visa, never given any thought to high-skill immigration and likely don’t know what IEEE is. This is your opportunity to tell them.

Studies have shown that the single best way to influence a member of Congress is to meet with them in person. The Career Fly-In gives IEEE members an easy way to ensure that your concerns and opinions are heard by your elected leaders.

Fly-In participants will meet on the afternoon of March 23rd for a complete briefing on skill-based immigration policy and to learn how to meet with members of Congress (hint: it is easy). On March 24th, participants will spend the day on Capitol Hill meeting with their legislators. IEEE-USA will arrange all meetings. All you have to do is hold them.

All IEEE members in the United States are welcome and encouraged to attend. Students, retired members and even IEEE members who are not American citizens are needed.

In 2009, IEEE-USA will be trying to convince Congress to adopt our “Green cards not Guest workers” program by expanding access to green cards for immigrants who earn a masters or PhD from an American university. Our goal is to shift the focus of American immigration policy away from short-term work visas towards permanent green cards, especially for international students.

Engineer's Week STEM Outreach Challenge

Can engineers around the world volunteer one million hours of their time to support science, technology, engineering, and mathematics education from now through December 2009? Will Knox County Area (Knox and adjoining counties) engineers and scientists participate? That's what Engineers Week and Vols4STEM want to find out.

To quantify Engineers Week's global outreach to support STEM education, Engineers Week and NSPE have launched a "One Million Hours Initiative" and need your help. At http://www.eweek.org/ , engineers can log the volunteer hours they've contributed to outreach activities.

Examples of activities include the following:

How Engineers Make a World of Difference

WASHINGTON (18 November 2008) -- The winning entry in the 2008 IEEE-USA "How Engineers Make a World of Difference" Online Engineering Video Scholarship Competition can be seen on the PBS "Design Squad" Web site at http://pbskids.org/designsquad/special/ieee/ieee.html.

Engineering Undergraduates Ben Toler and Emile Frey of Louisiana Tech University, Ruston, La., split the IEEE-USA competition's $2,500 first prize. Their entry was deemed most effective in reinforcing for an 11-to-13-year-old audience how engineers improve the quality of life and how engineering can be a creative and rewarding career.

With two teams of high-school students competing to solve a new engineering challenge each week, "Design Squad" was created by PBS to reach the same 11-to-13-year-old audience. The program is in its third season on PBS with the IEEE continuing funding support.

Mentors for Community College Scholarships Awards

The knoxAchieves Board of Directors is looking for volunteer mentors for our new community college tuition-assistance program. knoxAchieves will award 500 tuition-assistance scholarships to members of the Class of 2009 who want to attend either Pellissippi, Roane or Walters State Community College. We are looking for mentors to help our public high school seniors work through the college application process.

What does it mean to be a mentor?

Each mentor will be assigned to a County high school and will work as part of the school's knoxAchieves team. Each school will have a team leader to provide support to individual mentors.

Each mentor will be assigned 3-5 students to shepherd through the college application process.

Mentors will attend a training session in early December that will outline the college application process, define the mentor's specific responsibilities and provide general information about working with students.

Mentors will work with their assigned students to help them meet the deadlines and complete the paperwork required for ACT testing, the federal financial aid application (FAFSA)*, college application and class enrollment.

The minimum time commitment for being a knoxAchieves mentor is January through December 2009. Optimally, mentors will continue to encourage their students throughout their two years in community college.

The IEEE Sections Congress 2008 website has been updated to include material presented in Quebec City. All the presentations are available to be downloaded individually or as a group.

Core Track Training Material - The Core Training presentations explained the impetus for the MGA transition and provided a view of what MGA success will look like. MGA is about putting members first and at the center of IEEE. The guiding principles summarize it all: IEEE is the member and the member is IEEE. The MGA Board is a complete change from RAB and a shift in focus to the member. Sections are now part of an organization focused solely on the member and designed to inspire members’ participation in IEEE. The stage is being set for MGA to be the primary touch point for IEEE members, engaging them throughout their careers and providing them with what they need, when they need it, to be successful in their profession. Secti! on Chairs are being called to help support IEEE and act as the key point of contact for their members.

Membership Breakout Sessions - The growth and nurturing of our 375,000+ members is a core value of IEEE. The material presented in this track focuses on how a member’s relationship with IEEE can be enhanced through local engagement. Geographic unit leaders will be trained on the benefits of IEEE membership, and how to communicate and apply these benefits to the needs of members in their local area. Material presented also includes best practices for using the IEEE Membership Development tools, staff and volunteer network. Leveraging these resources will ultimately lead to significantly increased retention, recruitment and recovery of members at the local Section level.

Section/Chapter Activities Breakout Sessions - The success of IEEE depends on the continued cooperation between geographic units at the local level. This material presented in this track focuses on how to promote and facilitate the delivery of technical, professional and educational material. Issues cover a broad range of topics such as learning how to leverage Standards; acknowledging contributions of members through awards and recognition; learning about new humanitarian projects supported by IEEE and its members; and working with students and student branches. Activities your Section can undertake to enhance its image and support IEEE are also discussed.

Section Management Breakout Sessions - Running a successful Section requires having the tools and support to do the job. The material presented in this track provides information on obtaining support and resources from the IEEE organization and discusses best practices to follow. Several sessions address how to manage activities such as finances, conferences and affinity groups. Effective practices for planning successful meetings, volunteer recruitment and leadership development are also covered. New tools for supporting the volunteer administrative responsibilities will also be introduced.

SC08 Recommendations - The highlight of every Sections Congress is when delegates develop and vote on recommendations that IEEE will address in order to best serve the needs of its members. The Top ten recommendations, as ranked by the primary Section Delegates, are available.

SoutheastCon 2009 will be held in Atlanta, GA March 5-9, 2009. SoutheastCon 2009 invites prospective authors to submit their technical work on all aspects of engineering, science, and technology of current interest, to the conference.

SoutheastCon is the annual IEEE Region 3 Technical, Professional, and Student Conference. It brings together electrical, computer and other engineering and science professionals, faculty and students to share the latest information through technical sessions, tutorials, and exhibits. Attendance and technical program participation from areas outside IEEE Region 3 are also cordially encouraged and welcomed.

IEEE Sections Congress 2008 Announcements

The new meeting management software developed by Region 3 and beta tested by the IEEE East Tennessee Section was announced and made available to all IEEE sections at the Sections Congress in Quebec, held Sept. 19-21, 2008. The software is called meetings.vtools and gives IEEE volunteers an easy way to have members register for upcoming section meetings and to print name badges, attendance lists, and file meeting reports. There will be more vTools modules available later this year.

New features that have been added to MyIEEE were also announced. In conjunction with meetings.vtools, members may now view meeting announcements all over the world from the Community Desktop page of MyIEEE. MyIEEE also features the new MemberNet where IEEE members may search for others with their interests, or who work for their company, of are in their local section. However, this feature requires members to Opt In to the network by providing details about themselves on the My OptIn Preferences page. of MyIEEE Please visit the MemberNet and enter your information.

The Tennessee Inventors Association (TIA) is presenting a Seminar for Inventors on August 16, 2008. The Seminar will be held at the Tech2020 building in Oak Ridge, TN. There will be a Workforce and Education Summit hosted by Innovation Valley Inc. on March 24, 2008 at the Knoxville Convention Center. It will include educators, businesspeople, parents, community leaders, faith-based institutions, and students throughout Innovation Valley. The summit will begin at 8 AM.

The goals of the daylong summit are to outline what the region's future workforce looks like, to identify the barriers that may be standing in the way of achieving such a workforce, and for each attendee to leave with a plan of how he or she can individually contribute to the overall goal of developing a skilled and educated workforce.

2008 Tennessee Science Bowl

I want to thank IEEE East Tennessee Section members Walfred Raisanen and Glenda Kurtz and IEEE UT Student Branch members Brittnee Robinson, Chris Zhang, and Dianne Bull for taking time Saturday to join me in volunteering for the Tennessee Science Bowl at Pellissippi State. It was a great opportunity to see enthusiastic high school students interested in science. IEEE was a sponsor of the event and was listed as such in their literature and on the T-shirts. Each student received IEEE literature about engineering and engineering careers in their backpacks. Maybe this experience will motivate them to pursue engineering in college and eventually become members of IEEE.

This event offered an opportunity for the IEEE East Tennessee Section to contribute to and recognize National Engineers Week (Feb. 17-23, 2008). I hope that you enjoyed it as much as I did.

The IEEE chapter at the University of Tennessee is currently planning a career workshop tentatively scheduled for the night of February 18th. We are seeking recent graduates who can help our members prepare for career fairs and interviews. No previous experience with interviewing or human resources is necessary to volunteer. We are merely seeking people who have been through the hiring process and who are willing to share their experiences with our members.

Over the course of the night you will be paired up with several students. You will get to have a mock interview with each of your students, and you will have an opportunity to critique their responses. That night you will also get to critique the students resumes and provide suggestions. Our chapter will be providing free food and drink during the event. If you need to leave early or arrive late that is perfectly acceptable; we will accept any help that you can give.

Also, if your company is looking to hire students or recent graduates, our chapter is a great place to recruit. We have some of the best and brightest young engineers in the state. We welcome any companies who are currently recruiting.

Lastly, our chapter is seeking financial sponsorship for this and future events. If you think your company can help, please contact me. Any company who has staff volunteer or who provides funding will be recognized at the event for their generous help.

2008 Tennessee Science Bowl

The 2008 Tennessee Science Bowl will be held on Feb 23, 2008 at Pellissippi State. It is expected to draw over 250 of Tennessee’s brightest, most tech-savvy high school students. State winners will advance to the National Science Bowl ® in Washington, D.C., all expenses paid. The event generates lots of good press, and the students have a great time. They get prizes, and there are lots of goodies for the students and volunteers. It also fosters scientific creativity and emphasizes the importance and value of science in the Tennessee high school students who participate.Approximately 150 volunteer judges and assistants are needed for this event.

IEEE East Tennessee Section members are encouraged to volunteer their time and experience. These students may be future engineers who will be vital to the future of the IEEE and to the technological competitiveness of the United States. Please volunteer here.

Wearable Power Supply Design Contest

The Department of Defense wants to lighten the power supply load that soldiers carry to power various electronic devices from 40 pounds to under 9 pounds. To achieve that goal DoD has opened a "wearable power supply" design challenge to the public. That means that you, or you and a group of friend, can compete withh the big boys . They are offering a $1 million prize for 1st place, $500,000 for 2nd place, and $250,000 for 3rd place.

They will award prizes to the top three teams or individuals in a final competitive demonstration planned for fall 2008. To be in the running for the top prizes, your power system must produce 20 Watts average power continuouslty for 96 hours while weighing less than 4 kilograms.

TOPIC: Solar Power for $1 per Watt

Where is the solar electricity that is ‘just around the corner’ and why has the cost not reached affordability after the technology has been around for the past 40 years? Well, it is at the level of commercialization of the automobile before Ford unveiled the model T. Just as Mr. Ford revolutionized the automobile industry in producing a reasonably priced car, we have the ability today to produce photoelectricity at a price that most everyone owning a home could consider. We can make it affordable at a dollar a watt installed today, if we had the leadership and capital to build factories that would produce 3.5 Gigawatts per year of panels per year. This was the conclusion of a study done for the National Renewable Energy Laboratory. The same order of magnitude cost for the solar panels are being predicted by others. My talk will discuss the basis for such a plan and the factors that must be realized in order to reach the cost goals. Reaching the goal price will create a world-wide market in the $100 Billion range.

Topic: Smart Sensors for Homeland Security Applications: One of the major tenets of Homeland Security is that multi-level monitoring is required along borders, at ports, within transportation systems, etc. A wide variety of smart sensors are needed to gather assorted threat data. Also, extensive computing capability is required to synthesize raw data into actionable information. After an overview of the current state of affairs, one specific smart sensor will be described and demonstrated.

William Milam earned his BSEE and MSEE from Clemson University. Upon graduation, he spent 10 years in Florida designing radiation hardened integrated circuits for Honeywell Space Systems. He then moved to Knoxville and worked on digital video projects for Philips Consumer Electronics. From there, he moved to a local startup, ASIC International and returned to designing integrated circuits. After ASIC International was acquired by Flextronics Semiconductor, there was a push to consolidate design centers. Not wanting to relocate, William and 3 other engineers started Telesensors, Inc. Patent Reform Act Before Congress

The proposed Patent Reform Act of 2007 has passed out of committees and will be considered soon in the Congress. The bill has been tweaked in various ways since its first introduction in 1997. While one of the purposes is harmonization with patent law in other countries (e.g., changing patent protection from first-to-invent to first-to-file), there is concern that it restricts the rights of the small inventors and makes it more difficult for them to defend their intellectual property.

Discovery Channel Series Seeks Help

A UK based documentary production company is producing 13 one hour shows for the Discovery Channel US, tentatively titled 'Crash Test Inventors'. The series is all about taking existing and new technologies and using them to engineer solutions to issues of safety in a variety of situations and events. During the show we will take a concept such as an airbag, investigate the possibilities, design a re-application for another use and perform a large scale test of the invention. This could involve attaching a large airbag to a helicopter to keep it afloat in the event of a crash into water. The items will range right down to smaller scale tests such as far as how to make hard hats stronger using advanced materials and cover both man made and natural hazards.

The idea is to demonstrate innovative solutions to dangers that pose a risk to people in their everyday lives. We won't be looking for a final polished product but to demonstrate the reapplication, engineering, construction of the invention and an interesting and visual way to test it. This could mean anything from dropping a helicopter into a canyon to smashing our hard hat with rocks.

As these shows hinge upon clever engineering we are hoping that engineers and scientists might be willing to share their ideas and inspirations with us as potential storey ideas. We are covering a huge spectrum within the remit so however big or small scale or 'out there' the ideas might seem, we would be hugely grateful for any submissions. The tests will be carried out at the series base wherever possible and expert test facilities across the States.

We would ultimately be looking for a consultant to come on for each storey to provide expertise in that particular field and assist our hosts with the construction and testing. This might therefore provide the opportunity for an engineer to join our team in building and testing the invention and offer expertise in their particular field.

At Exit 394 take Asheville Hwy. 11E going east (turn left under I-40 at thelight) (DO NOT TAKE 11W At Exit 392!!) Go 7 miles and veer left on 11E which becomes Andrew Johnson Highway and continue on past Jefferson City towardMorristown. At 25 miles past the 11E turn-off look for brown signs totheleft for Panther Creek State Park. Take Panther Creek Rd. (Rt 342) 3 miles north to the State Park entrance. Drive past the visitor center and swimming pool across the creek and veer toward the left to the second picnic shelter. Look for engineers standing around trying to get the charcoal lit. The NWScenter is across on the south side of 11E 2 miles back toward Knoxville on Commerce Dr. Look for the Radar Tower.

SoutheastCon Robotics Competition

Section Student Branch Pellissippi State Technical Community College entered the Hardware Robotics competition at SoutheastCon 2007 in Richmond, VA held March 22 - 25. They were one of only two 2 year colleges entered, Of the 38 colleges and universities competing, PSTCC placed 6th.

Section Sponsor of the 2007 Tennessee Science Bowl

The Section was a sponsor of the Tennessee Science Bowl which was held on February 24, 2007. Forty-nine high school teams from 35 schools across the state participated, beating last year's count of 32 teams. Each of the 4 to 6 members of the teams and their coaches received literature about IEEE educations resources provided by the Educational Outreach department of the IEEE Educational Activities group at IEEE headquarters in New Jersey. Section Vice Chair Terry Kurtz volunteered in registration and as a Science Judge. The winners were:

CFC First Lego League Teams Demonstration

The section sponsored the First Lego League CFC home schooled Lego Robotics Team in their quest to compete in the Tennessee State competition at Tennessee Tech. The competition was held Dec. 2, 2006 at Tennessee Tech in Cookeville. Two team were entered and they came in 3rd and 6th in the robot design category out of 47 teams that competed in the tournament.
